Russia has moved to fully block Meta’s WhatsApp, affecting over 100 million users, as part of efforts to promote state-backed alternatives and enforce local regulations.

Authorities removed WhatsApp from Roskomnadzor’s online directory, escalating prior restrictions like throttled speeds and blocked calls implemented in 2025. Meta claims this aims to drive users to a “state-owned surveillance app” called MAX, amid tensions since labeling the company “extremist” in 2022, which already banned Facebook and Instagram.
Kremlin spokesperson Dmitry Peskov indicated restoration is possible if Meta complies with Russian laws and engages authorities, but dismissed chances otherwise.
