Bengaluru: Karnataka Chief Minister D. K. Shivakumar is facing renewed political challenges within his cabinet as senior minister Krishna Byre Gowda has reportedly delayed taking charge of the Bengaluru Development portfolio, citing a lack of clarity over the powers and responsibilities attached to the department. The development comes just days after the government had to resolve a separate portfolio dispute involving senior Congress leader R. Ramalinga Reddy.
According to sources familiar with the matter, Byre Gowda is seeking a clearer definition of the authority he will exercise under the Bengaluru Development portfolio before formally assuming office. The uncertainty reportedly revolves around the control of key civic and urban development agencies that play a crucial role in shaping Bengaluru’s infrastructure and governance.
The issue stems from the recent allocation of portfolios in the newly formed Karnataka cabinet. While Krishna Byre Gowda was assigned responsibility for several important Bengaluru-related institutions, Chief Minister Shivakumar retained direct control over powerful agencies such as the Bengaluru Development Authority (BDA) and the Bangalore Metropolitan Region Development Authority (BMRDA).
Under the current arrangement, Byre Gowda has been given oversight of bodies including the Bengaluru Metro Rail Corporation Limited (BMRCL), the Greater Bengaluru Authority (GBA) and the Bengaluru Water Supply and Sewerage Board (BWSSB). However, the division of responsibilities has created questions regarding the actual scope of the Bengaluru Development portfolio.
Political observers note that Bengaluru Development remains one of the most influential and sought-after portfolios in Karnataka politics. Given Bengaluru’s status as India’s technology hub and one of the country’s fastest-growing metropolitan regions, control over urban development agencies carries significant administrative and political importance.
The latest controversy follows an earlier dispute involving Ramalinga Reddy, who had expressed dissatisfaction after not being allocated the Bengaluru Development portfolio. Reddy had even submitted his resignation from the cabinet before the Congress leadership intervened and persuaded him to continue in the government. His resignation was subsequently rejected.
The twin controversies have put additional pressure on Shivakumar, who assumed office as Chief Minister only recently and is still in the process of consolidating his administration. Political analysts believe the handling of portfolio distribution will be an important test of his leadership and ability to maintain unity within the Congress government.
The Bengaluru Development portfolio has historically attracted intense political interest because it oversees projects worth thousands of crores of rupees and influences key decisions related to urban planning, transportation, housing and infrastructure. As Bengaluru continues to expand rapidly, the department’s importance has only increased.
Congress leaders have so far downplayed the issue, maintaining that discussions are ongoing and that any concerns regarding portfolio responsibilities will be resolved through internal consultations. Party insiders remain optimistic that Byre Gowda will eventually assume charge after receiving the necessary clarifications.
For the Shivakumar government, however, the episode highlights the challenges of balancing political expectations while managing one of Karnataka’s most powerful portfolios. With Bengaluru at the center of the state’s economic growth strategy, clarity over administrative responsibilities is expected to be crucial for ensuring smooth governance and the timely execution of major development projects.
As discussions continue, all eyes remain on whether the Congress leadership can quickly resolve the impasse and prevent another internal dispute from overshadowing the new government’s early days in office.
