Thiruvananthapuram: Chief Minister and Finance Minister V. D. Satheesan on Friday presented the first Budget of the newly elected United Democratic Front (UDF) government in the Kerala Assembly, outlining the administration’s economic priorities while attempting to balance welfare commitments with the state’s strained financial position. The Budget is being viewed as a roadmap for the UDF government’s governance agenda after returning to power following a decade in opposition.
Presenting the revised Budget for the 2026-27 financial year, Satheesan emphasized that the government faces significant fiscal constraints and limited financial resources. The administration has repeatedly stated that it inherited a challenging financial situation and would need to identify additional revenue sources while maintaining welfare and development commitments.
The Budget is expected to translate several key promises made by the UDF during the Assembly election campaign into government programmes. Among the proposals widely discussed ahead of the presentation are welfare measures targeting women, students, senior citizens and farmers, reflecting the government’s stated focus on inclusive development and social security.
The UDF government has indicated that economic recovery, infrastructure development, healthcare and education will remain central pillars of its policy framework. Satheesan had earlier stated that development should not be measured solely through large infrastructure projects but also through improvements in the quality of life of ordinary citizens.
The Budget also comes against the backdrop of a recently released White Paper on Kerala’s finances, which highlighted concerns regarding revenue generation, expenditure management and the state’s overall fiscal health. The government has argued that financial restructuring and improved resource mobilisation will be necessary to support long-term development goals.
Political observers are closely watching the Budget because it provides the first detailed indication of how the new administration intends to implement its election promises while managing financial pressures. The government is expected to place particular emphasis on welfare delivery, employment generation and strengthening public services without significantly increasing the fiscal burden on the state.
The revised Budget marks an important milestone for the Congress-led government, with Satheesan becoming the first Congress Chief Minister in Kerala in years to personally present the state’s financial blueprint while simultaneously holding the Finance portfolio.
Detailed discussions on the Budget proposals will take place in the Assembly over the coming days, with the government expected to defend its fiscal strategy and explain how it plans to achieve growth while addressing Kerala’s financial challenges.
