The debate came after nearly a week of repeated disruptions during the Monsoon Session, with both the Lok Sabha and Rajya Sabha witnessing protests over the government’s handling of the examination crisis.
Opposition Questions Government’s Approach
Opposition leaders argued that while stronger punishment for paper leak offenders is necessary, the proposed Bill alone cannot restore public confidence in India’s examination system.
Several parties insisted that Parliament must first discuss the alleged irregularities in the NEET examination, the circumstances that led to nationwide student protests, and the government’s response before considering the legislation. Demand for Discussion on Student Protests

- Fast-track courts for quicker disposal of paper leak cases.
- Stronger accountability for examination agencies and institutions involved in malpractice.
Parliamentary Affairs Minister Kiren Rijiju urged Opposition members to participate in the debate instead of disrupting proceedings, stating that meaningful discussion would help improve the legislation.
Speaker Attempts to End Deadlock
With repeated adjournments affecting legislative business, Lok Sabha Speaker Om Birla urged both the government and the Opposition to resolve the impasse and allow Parliament to function normally.
Reports indicate that time was allocated for discussions in an effort to end the deadlock and proceed with the Anti-Paper Leak Bill, which remains one of the government’s key legislative priorities during the Monsoon Session.
