In a major step to strengthen the integrity of India’s public examination system, the Delhi Police has constituted a Special Task Force (STF) within its Crime Branch to investigate paper leaks, impersonation, organised cheating, and other examination-related offences. The newly formed unit will focus on cases involving national-level examinations conducted by agencies such as the Union Public Service Commission (UPSC), Staff Selection Commission (SSC), National Testing Agency (NTA), Railway Recruitment Boards (RRB), IBPS, and other central recruiting bodies.
The move comes amid growing concerns over alleged irregularities in competitive examinations and follows nationwide protests demanding greater accountability in the examination process.
Fast-Track Investigations Under the 2024 Anti-Cheating Law
The STF has been established to ensure speedy investigation and prosecution of offences under the Public Examinations (Prevention of Unfair Means) Act, 2024, which was introduced to curb organised examination fraud across the country. The dedicated unit is expected to investigate cases involving paper leaks, forged documents, proxy candidates, digital fraud, and criminal networks operating around competitive examinations.
Officials believe that a specialised investigation team will improve coordination between law enforcement agencies and help dismantle organised syndicates involved in examination malpractice.
Focus on Major National Recruitment Examinations
According to Delhi Police, the STF’s jurisdiction will cover offences linked to examinations conducted by several key recruitment and testing agencies, including:
- Union Public Service Commission (UPSC)

- National Testing Agency (NTA)
- Railway Recruitment Boards (RRB)
- Institute of Banking Personnel Selection (IBPS)
- Other Central Government recruitment organisations
