SpaceX CEO Elon Musk has rejected claims that Starlink satellite internet was used by insurgent groups in Manipur, stating that the company’s satellite beams are switched off over India. His comments have renewed questions about the recovery of Starlink equipment during a security operation and the company’s pending launch in the Indian market.
Starlink Equipment Recovered in Manipur
In December 2024, security forces recovered a Starlink-branded satellite dish and router during a joint operation involving the Indian Army, Assam Rifles and Manipur Police. The operation also recovered weapons and other items.
However, the recovery of the equipment does not independently establish that it was successfully connected to Starlink’s network from Indian territory.
Musk Rejects Claims of Satellite Internet Use
Responding to claims circulating on social media, Musk said Starlink’s satellite beams were turned off over India and described allegations of its use by insurgents as false. The statement addresses whether the service was operational in India, while questions about the seized device’s origin and actual use remain unresolved publicly.
Starlink Awaits Final Approval in India
Starlink has not yet launched commercial satellite internet services in India. The company is awaiting remaining regulatory and security clearances, despite having taken steps to prepare its infrastructure for the Indian market.
At the India Mobile Congress 2026, Starlink executives said the company had developed local infrastructure and India-specific security arrangements. The government has maintained that all satellite communication providers must meet the applicable security requirements before receiving final approval.
Security Concerns and Market Entry
The episode highlights the security challenges surrounding satellite communications in border regions. Satellite internet can provide connectivity in areas with limited conventional infrastructure, but authorities also face questions about unauthorised equipment and potential use by armed groups.
For now, Starlink’s commercial launch remains subject to regulatory approval, and the circumstances surrounding the Manipur device have not been fully established publicly.
