The Nari Shakti Vandan Adhiniyam (Constitution 106th Amendment Act, 2023) officially takes effect on April 17, 2026, following Parliament’s passage of enabling bills during the special session ending April 18. This unlocks one-third reservation for women in Lok Sabha, state assemblies, and Delhi assembly, including sub-quotas for SC/ST women, effective post-delimitation based on forthcoming census data.

How Implementation Unlocked the 2023 Law

Passed unanimously in September 2023, the Act awaited census publication and delimitation to commence, originally eyeing 2034 rollout. Cabinet-approved amendments delink it from full seat expansion (543 to 815), applying quota rotationally for 15 years starting 2029 elections.

Vertical reservation ensures SC/ST proportionality, with periodic reviews by Parliament.

Boost to Women’s Political Representation

Currently, women hold 15% Lok Sabha seats and 9% in assemblies; quota mandates 33% (about 181 Lok Sabha seats), empowering diverse voices in policy-making. PM Modi hailed it as historic gender justice, urging swift delimitation commission formation.

Opposition leaders like Uddhav Thackeray demand immediate 33% enforcement without further delays.

Kerala Assembly and South India Gains

Kerala’s 140-member assembly will reserve 47 seats for women, amplifying high female literacy’s political impact amid LDF-Congress contests. Southern states like Kerala, Tamil Nadu benefit from equitable rollout, countering north-south delimitation fears while advancing Nari Shakti nationwide.

Act endures 15 years initially, extendable; first elections post-2027 census set to transform India’s democracy.
